The Bucharest Format, also known as the B9 Format is a platform for consultation and dialogue of NATO’s Eastern flank member countries, from the Black Sea to the Baltic Sea. This forum of discussions was launched in 2015, at the first Summit of the Heads of State of Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia. It has since been extended with a pillar of consultations for the Ministers of Foreign Affairs, showing its valuable contribution for the preparation of the 2016 NATO Summit held in Warsaw.
This year, two more levels of interaction are being inaugurated: the B9 Meeting of Ministers of Defense (Bucharest, 13-14 March 2018) and the Parliamentary Summit of the Bucharest Format (Bucharest, 17-19 April 2018). These are developments that bear witness to the dynamic nature of the consultation process taking place between Eastern flank countries leading to the NATO Summit in Bruxelles, this July.
As co-initiators of the First Parliamentary Summit of B9, we acknowledge the key role played by Parliaments, as fora of democratic representation of the people, in providing the legislative framework for national action towards a more secure Europe and a stronger Euro-Atlantic community. The discussions soon to take place in Bucharest among the Speakers of the Parliaments from the countries on NATO’s Eastern flank aim at increasing the mutual awareness of each of our approaches towards, among others, defense and deterrence, strategic communication and cyber security, burden sharing and forces’ mobility or deepening the cooperation between NATO and EU.
